面对区域经济一体化进程,地方政府间如何进行资源分配和优势互补、共同推动区域经济发展、最终实现互利共赢,已成为一个重大而现实的问题。西江流域的各级政府为推动西江经济带的科学发展,在府际合作方面做出了努力与尝试,但还不够深入。还需要从深化省级政府、地市级政府、县区级政府横向合作以及明确各级政府职能部门在区域合作中的职责和强化西江经济带发展共识等方面入手加强横向政府合作,从而推动西江经济带科学快速发展。
Faced with the process of regional economic integration, how to allocate resources and complement each other’s advantages among local governments and jointly promote the development of regional economy and finally achieve mutual benefits and win-win results has become a major and realistic issue. The governments at all levels in the Xijiang River Basin have made great efforts and attempts to promote the scientific development of the economic belt in the Xijiang River and have done a lot of work in intergovernmental cooperation. However, they are still not deep enough. It is also necessary to strengthen horizontal government cooperation by deepening the horizontal cooperation among provincial governments, prefectural and county governments, and county-level governments as well as clarifying the functions and responsibilities of government departments at all levels in regional cooperation and strengthening the consensus on the development of the economic belt in the Xijiang River so as to promote the cooperation between Xijiang Economic zone has developed rapidly.
