国务院日前召开“全国统一企业职工基本养老保险制度工作会议”,出台了《国务院关于建立统一的企业职工基本养老保险制度的决定》。 《决定》的五项基本原则为:社会统筹与个人帐户相结合的原则;基本养老保险要保障基本生活的原则;新老办法平稳衔接,待遇水平基本平衡的原则;确保养老保险基金完全与完整的原则;逐步提高养老保险统筹层次的原则。 统一制度的要点,一是统一企业和职工个人的缴费比例,二是统一个人帐户的规模,三是统一基本养老金的计发办法,并规定基本养老金包括基础养老金和个人帐户养老金两部分。
