The Central Committee of the Communist Youth League, the State Commission for Restructuring Reform and the All-China Youth Federation held a seminar on “perfecting the social security system” in Harbin from July 31 to August 2, 1997. The delegates include heads of labor, health, civil affairs and other relevant departments as well as more than 30 experts, scholars and practitioners from Beijing, Shanghai, Wuhan, Chengdu, Shenyang, Changchun, Harbin, Yinchuan, Shenzhen and Jiujiang. The meeting conducted extensive and in-depth discussions on some issues concerning perfecting the social security system in our country and put forward some more innovative ideas. The current status of pension insurance funds is as follows: By the end of 1996, China’s basic pension insurance
