历史风貌建筑是我市珍贵的文化遗存和独特资源,市委、市政府高度重视历史风貌建筑的保护,在城市总体规划中,明确了对历史文化遗存和历史风貌建筑的保护要求。自2005年9月1日《天津市历史风貌建筑保护条例》颁布实施以来,天津的历史风貌建筑保护利用工作从局部到整体,从单一到系统,走上了法制化、规范化的轨道。三年多来,历史风貌建筑的依法保护体系、行政管理体系、技术管理体系和宣传推广体系逐步完善,五大道、一宫花园、解放北路综合治理工作的有序展开,改善了历史风貌建筑区的整体环
