市场经济条件下,外军通过建立健全完善的装备采购管理体制,实行科学化民主化的决策、充分利用市场竞争机制、实行合同制管理、加强采购法制化管理等一系列措施,使装备采购工作实现了制度化、科学化和效率化。社会主义市场经济条件下,如何加强我军装备采购的管理?本文认为:必须建立统一的装备采购管理体制;采购决策机制实现科学化;正确引入市场竞争机制,制定完善有关装备采购法规;加紧对装备采购人才的培养。
