当前,全国各地公安机关都在积极推行警务公开,这项工作受到社会各界和人民群众好评,但也存在一些问题:一是对警务公开的重要性和必要性认识不足;二是警务公开还停留在表面上、形式上;三是监督不力;四是宣传不够,群众了解不多;五是公安队伍的整体素质有待提高;六是当前的工作模式、勤务方式不适应警务公开后的执法执勤环境。笔者认为,警务公开要遵循走群众路线、循序渐进、依法公开、因警制宜的原则,处理好“六大关系”,即处理好警务公开与加强领导、提高认识的关系,与加强宣传、制度规范、争创人民满意单位、公安改革、强化监督的关系。
At present, the public security organs all over the country are actively promoting the openness of police affairs. This work has been well received by all walks of life and the masses of the people. However, there are also some problems: First, there is a lack of understanding of the importance and necessity of police affairs. The author believes that the openness of police affairs should follow the line of walking the masses, proceed in a gradual and orderly manner, be open to the public according to law, handle the “six major relations” on the principle of using police tactics and should properly handle the relationship between openness of police affairs, strengthening leadership and raising awareness and strengthening publicity , Institutional norms, striving for people’s satisfaction units, public security reform, and strengthen supervision.
