1924年,四川军阀杨森由北洋政府授上将衔,督理四川军务,成为四川省的军政长官。为取信民众,建树政绩,杨森在成都的市政建设上下了一番功夫,其中很重要的一项就是修建春熙路。长期以来,成都最繁华的商业街东大街与清末新建的商贸娱乐中心总府街的商业场之间没有一条直通的街道,让市民十分不便。杨森就决定在东大街和商业场之间修建一条当时成都最宽敞的街道。该工程1924年5月动工,8月即初具规模。杨森请双流县老举人江子虞为这条新街道命名。江子虞取《老子》中“众人熙熙,如享太牢,如春登台”
