公安监管场所开展“强势治安”宣教是社会治理的新手段和新路径之一,具有重要价值和实践意义。它在内涵上赋予宣教主体新使命、机制新内容和技术新要求;在价值取向上体现了以人为本的人性思想、法治文明的善治理念和创新发展的内生动力;在实践路径上从社会治理层面来加强顶层设计、从服务公安实战来丰富宣教内容、从严格考核评估来衡量宣教效果,达到“强势治安”宣教对象更直接、内容更针对、方法更贴切、效果更真实,实现震慑犯罪、预防犯罪之目的。
