发达国家社会管理的长期实践,形成小政府大社会管理体制,政府扮演管理者和服务者角色,依法建制,公民和社会团体参与,重视社区发展,专业化和精细化,现代科技手段。主要领域是公共安全、生态环境、就业、食品药品、人口、社会保障体系、社会组织、公共交通等。其中以人为本、民生为重、发展社会事业、改革收入分配、现代社会管理格局、积极发展社会组织、调动民众主动参与社区事务值得借鉴,社会冲突理论及其减压阀机制尤为可用。
The long-term practice of social management in developed countries has led to the formation of a large-scale social management system for small government. The government plays the role of manager and server. Participation by law-making, citizens and social groups has been emphasized. Community development, specialization and refinement as well as modern scientific and technological means have been emphasized. The main areas of public safety, ecological environment, employment, food and drug, population, social security system, social organizations, public transport and so on. Among them, people-oriented, people's livelihood, development of social undertakings, reform of income distribution, modern social management pattern, actively develop social organizations, mobilize people to participate in community affairs worth learning, social conflict theory and its relief valve mechanism is particularly useful.
