早在2008年4月24日,全国人大常委会就通过了修订后的残疾人保障法,这部法律专门辟出一章对“无障碍环境”作了规定。法律规定,国家和社会应采取措施,逐步完善无障碍设施,推进信息交流无障碍,为残疾人平等参与社会生活创造“无障碍环境”。“无障碍环境”强调改善人为环境,体现社会对所有公民的关心,是一个国家、一个城市精神
As early as April 24, 2008, the Standing Committee of the National People’s Congress passed the revised Law on the Protection of Persons with Disabilities. This law has specifically provided a chapter that stipulates the “accessibility environment.” The law stipulates that the state and society should take measures to gradually improve barrier-free facilities, promote the accessibility of information exchange, and create “barrier-free environments” for the disabled to participate in social life on an equal footing. The “Accessibility Environment” emphasizes the improvement of the human environment and reflects the society’s concern for all citizens. It is a country and an urban spirit.
