党的十六届四中全会要求加强党的执政能力建设,而提高党的执政能力,必须夯实党执政的组织基础。《决定》指出:“根据基层党组织建设面临的新情况新问题,调整组织设置,改进工作方式,创新活动内容,扩大覆盖面,增强凝聚力,使基层党组织都紧密联系群众,充分发挥作用。”这为加强和改进党的基层组织建设指明了方向。“基础不牢,地动山摇。”对我们党来说,基层就是基础,党的基层组织是党的全部工作和战斗力的基础。在新的历史条件下,必须以更高的标准、更大的力度、更扎实的工作,全面推进党的基层组织建设。
The Fourth Plenary Session of the 16th CPC Central Committee demands strengthening the building of the party’s ability to govern. To improve the party’s ability to govern, we must consolidate the organizational foundation for the party in power. The “Decision” states: “According to new situations and new problems facing the building of grass-roots party organizations, we must readjust the organizational setup, improve the working methods, innovate the content of activities, expand the coverage and enhance cohesion so that the grassroots party organizations closely contact the masses and give full play to their role.” “This pointed out the direction for strengthening and improving the party’s grassroots organizations. ”For the sake of our party, grassroots units are the foundation and the grass-roots party organizations are the basis for the entire party’s work and fighting power." Under the new historical conditions, we must work at a higher standard, greater intensity and more solid work to comprehensively promote the building of the party’s grassroots organizations.
