自党的十六届五中全会以来,社会主义新农村建设取得了实质进展,但地方财政支持新农村建设的效果难以计量,根本原因在于缺乏完整的绩效评价体系。为此,我们在实践社会主义新农村建设的基础上,按照投入—产出理论,设计相关指标体系,以合理评价地方财政支持新农村建设的工作,更好地促进社会主义新农村建设。
Since the Fifth Plenary Session of the 16th CPC Central Committee, substantial progress has been made in the construction of a new socialist countryside. However, the effect of local finance in supporting the construction of new rural areas is hard to measure. The fundamental reason is that there is a lack of a complete performance evaluation system. Therefore, on the basis of practicing the construction of a new socialist countryside, we design the relevant index system in accordance with the input-output theory to reasonably appraise the work of local finance in supporting the construction of new countryside and promote the construction of a new socialist countryside.
