公私合作制在世界上许多国家的公用事业领域均非常流行,而且呈有增无减的趋势。从经济学视角出发,分析公私合作制度在提供公共产品和服务方面的优劣可知,公私合作制对于提高公用事业单位的效率是绝对有益的,关键是建立一个能够降低交易成本的契约。对于我国来说,还需要完善制度和体制,建立明晰产权的公用事业部门,这样才有利于公私合作制在公用事业单位改革中发挥其重要作用。
