法国带头掀开了一场关于“延长退休年龄”的革命。6月16日,法国政府公布了养老金制度改革方案,正式向这块几十年来难以解决的“硬骨头”开刀。根据这项改革方案,法国公民的法定退休年龄将从目前的60岁逐步提高到2018年的62岁。尽管这一改革方案引起了法国各界的不满,但是,法国试图突破退休年龄这一坚冰的举动,给同样深陷“养老金黑洞”的欧盟各国以及世界其他国家开了一个头,使得早就在各方利益中纠结已久的“是否应该延长退休年龄”的问题,在全世界范围内甚嚣尘上。对于中国而言,是否应该延长退休年龄也是一个非常棘手的问题。但由于国情的特殊性,例如人口众多、社保体系不完善、“白色浪潮”的压力等,使得中国养老问题面临着更为严峻的挑战,“未富先老”和“幼稚社保”有可能成为中国崛起的一个制约因素。或许,退休年龄这个让很多国家都头疼的问题,真的到了该改革的时候了。
