1994年以来,我市将行政事业性收费、罚没收入纳入预算管理,取得了一定成效。但由于管理手段的滞后,对这一块资金进行规范控制的效果一直不甚理想。据初步测算,我市每年的预算外资金总额达1.5亿元左右,而财政专户储存的仅占五分之一,大部分资金体外循环,游离于财政管理和监督之外,甚至成为部门、单位的“小金库”,成为不正之风、腐败现象滋生的“乱源”。归纳起来,主要有这么几种表现:
Since 1994, the city has made certain achievements in charging administrative fees and confiscation revenues into its budget management. However, due to the lag of management methods, the effect of regulating control over this piece of funds has been less than satisfactory. According to preliminary estimates, the total amount of extrabudgetary funds in our city amounts to about 150 million yuan each year, while the financial special accounts only account for one fifth of the total. Most of the funds go through the cardiopulmonary bypass and are outside the financial management and supervision and even become departments. The “small treasury” of the unit has become a “chaotic source” of unhealthy tendencies and corruption. To sum up, there are several main manifestations:
