近年来,各种突发性公共事件呈上升的趋势,给各级党委办公厅(室)的工作带来了新情况和新挑战。曾任陕西省委副秘书长兼办公厅主任、现任陕西省人大常委会秘书长的桂维民同志曾亲自参加过多次突发性公共事件的处理,积累了较为丰富的工作经验。近来他又结合这些工作经历,对突发性公共事件进行了更加深入的研究,出版了《应急决策论》、《应急管理100例》等专著。为了让广大秘书工作者了解突发性公共事件发生的历史背景、特点规律和应急处置的一般原则,我们约请桂维民同志撰写本文,旨在增强大家的危机风险意识和应急处理能力。
In recent years, all kinds of unexpected public incidents have been on the rise. This has brought new situations and new challenges to the work of Party committees and offices at all levels. Served as the Deputy Secretary General of Shaanxi Provincial Party Committee and Director General of the General Office of the Shaanxi Provincial People’s Congress Standing Committee Secretary-General Gui Weimin personally participated in several public emergency handling, has accumulated rich experience. Recently, he combined these work experiences to conduct a more in-depth study on unexpected public events and published such monographs as “Emergency Decision Theory” and “Emergency Management 100 Cases”. In order to let the majority of secretarial workers understand the historical background, characteristic laws and emergency response principles of sudden public incidents, we invite Comrade Gui Wein to write this article to enhance everyone’s sense of crisis risk and emergency response capabilities.
