通货膨胀,是资本主义世界中很普遍、很棘手、根深蒂固、长期不得解决的问题,就象人吃了鸦片一样,戒也戒不掉。每届政府首脑,不论是美国的总统或是英国的首相,在竞选的时候无不以制止通货膨胀的许诺来争取选票,而在当政之后又无不以制止乏术而“苦恼”。
