电力工程项目建设阶段投资控制目标是相互关联的一个目标系统。阐明了该目标系统的组成及其相互间的关系；提出了科学设置目标系统是建设项目投资控制的首要问题。介绍了目前世界惯例推行采用的目标系统的设置方法──实物法，并结合我国目前电力工程建设的实际情况，指出了电力项目建设阶段投资控制工作存在的主要问题，提出了解决问题的思路和方法。
The goal of investment control in the phase of power project construction is a related system. Clarified the composition of the target system and the relationship between them; and proposed that setting the target system scientifically is the most important issue for investment control of construction projects. This paper introduces the setting method of the target system adopted by the world practice - physical law, and points out the main problems existing in the investment control work during the power project construction stage, and puts forward the idea of solving the problem method.
