今年5月份开展的服务质量大检查发现很多问题,从管理上来查原因,其中重要一条是质量检查工作被普遍忽视。有的是配了质量检查人员,但不是质量不高,就是被拉去干别的工作;或是借口业务量大,人手紧,不配质量检查人员。在这种情况下,通信质量逐年下降是必然结果。工业生产十分重视产品质量的检验。邮政通信不同于工业生产,它的生产过程就是用户使用过程和全程全网、联合作业的特点,决定邮件在传递过程中不仅要努力缩短传递时限,而且更重要的是确保准确无误。这固然主要要靠生产人员的高度的责任心和熟练的操作业务技术,也要靠同时或事后的质量检查。正是从这一点出发,现行邮政规章制度规定的贯穿于整个生产过程的自查、互查、专职质量检查以及各工序之间的交接验收、平衡合拢等一整套质量检查办法,正像工业生产中的产品质量检验一样,是邮政通信生产过程
