人类社会自有阶级以来,腐败就是个引入注目且令人费解的政治问题,这个亘古不灭的幽灵,一直如影随形地依附于权力的魔杖,在历史的起承转合间游荡,时隐时现。当前由于市场经济的负面影响,腐败现象已渗透到社会生活的方方面面。如何在社会主义市场经济条件下进行反腐败斗争是改革开放中遇到的新问题,既无往昔之经验可借鉴,又无现成的模式可参照。因此,反腐败对策的研究就显得尤为必要,许多学者、专家已就此问题发表了许多真知灼见,笔者仅就自己的思考,从道德和法制相结合的角度,谈一点认识,做一点衬托。
Since the class of human society itself, corruption is an attractive and puzzling political issue. This eternal ghost, which has always been attached to the magic wand of power, looms in the middle of history. Due to the negative impact of the market economy, corruption has infiltrated all aspects of social life. How to carry out anti-corruption struggle under the conditions of a socialist market economy is a new problem encountered in the process of reform and opening up. There is no reference to past experiences and no ready-made model. Therefore, the study of anti-corruption measures is particularly necessary. Many scholars and experts have made many valuable suggestions on this issue. The author only talks about his own thinking and from the perspective of the combination of morality and legal system.
