提高农村地区电力普遍服务水平是我国新农村建设的重要任务之一。首先通过回顾改革开放以来我国农村电力普遍服务事业发展历程,总结了发展的成就和目前发展存在的问题。在此基础上分析了垄断体制下农村电力普遍服务的交叉补贴和转移支付模式所具有优点和存在的不足,并进一步分析了电力市场化改革下,未来农村电力普遍服务模式的可能选择方案及其特点。研究认为建立普遍服务基金模式将是我国农村电力普遍服务改革的趋势。
Improving the universal service level of electric power in rural areas is one of the most important tasks for the construction of new countryside in our country. First of all, by reviewing the development of the universal service of rural electric power in our country since the reform and opening up, the achievements of development and the existing problems in development are summarized. On this basis, this paper analyzes the advantages and disadvantages of the cross-subsidization and transfer payment model of universal service for rural electric power under the monopoly system and further analyzes the possible options of universal service mode for rural electric power in the future electricity market reform Features. The study suggests that the establishment of universal service fund model will be the trend of the universal service reform of rural electric power in our country.
