今年是极不平凡的一年,我们党和国家经受住了亚洲金融危机的严峻考验,取得了抗洪抢险斗争的全面胜利。1999年即将到来,这是本世纪的最后一年,也是苏州迈向新世纪十分关键的一年。我们将迎来建国五十周年大庆,我国政府将恢复对澳门行使主权。这些重大事件对做好明年的经济工作是十分有利的。但同时我们也要清醒地看到明年的宏观经济环境总体上仍不容乐观。在国际上,亚洲金融危机仍未见底,已出现向东欧、南美、北美蔓延的趋势。欧元的启动,也将对我国的外贸结汇和外汇储备产生很大的影响,国际经济形势将更趋复杂多变。从国内来看,随着中央采取的扩大内需政策的逐步到位,经济形势将会逐步好转,但整个经济低速增长的姿态不会根本改变各方面的矛盾和困难依然存在因此各级党委和政府要一手抓当前一手抓长远潜下新心来及早筹备明年的经济工作对未来发展有一个前瞻性思考和打算.
