国有企业是国民经济的重要支柱,是党执政兴国的重要经济基础,也是我省实现奋力崛起、构建和谐安徽的中坚力量。截至2005年底,我省国有及国有控股企业实现增加值占全部规模以上企业的56.3%。当前,国企改革已进入攻坚阶段,结构调整已进入关键时期。在此重要时刻,全省国有企业改革工作会议适时召开,吹响了新一轮国企改革攻坚战的号角。会议鲜明地指出:改革是绕不过去的,越拖越被动,越拖成本越高,越拖危机越大。目前,深化国有企业改革面临着十分有利的条件。一是政策支持力度进一步加大。中央近年来先后出台了一系列政策措施,支持推进国有企业改革。特别是今年中央促进中部崛起的10号文件,为我省的国有企业改革带来了更大的政策支持。二是国内外产业和资本加速转移为企业重组提供了重要机遇。三是全社会对改革的承受能力进一步提高。在市场经济的大潮里,优胜劣汰、适者生存是必然的规律。以旧的体制机制去应对激烈的市场竞争,绝没有任何出路。我们必须切实增强深化改革的责任感和紧迫感,抢抓机遇而决不能错失机遇,以国有企业改革的新突破,开创国有企业发展的新局面,锻造安徽跨越式发展的脊梁。

At present, the reform of state-owned enterprises is facing very favorable conditions. First, policy support efforts to further increase. In recent years, the Central Government has promulgated a series of policies and measures to support the reform of state-owned enterprises. In particular, the 10th document of the Central Government’s promotion of the rise of Central China this year has brought greater policy support to the reform of state-owned enterprises in our province. Second, the accelerated transfer of industries and capital both at home and abroad has provided important opportunities for corporate restructuring. Third, the ability of the entire society to reform has been further improved. In the tide of market economy, the survival of the fittest and the survival of the fittest are inevitable laws. There is absolutely no solution to the old system and mechanism to cope with the fierce market competition. We must effectively enhance the sense of responsibility and urgency to deepen the reform, seize the opportunity and never miss the opportunity. We should create a new breakthrough in the reform of state-owned enterprises, create a new situation in the development of state-owned enterprises and forge the backbone of the leapfrog development in Anhui.
