冶金工业部于10月11日至14日在湖南省衡阳市召开76毫米小型无缝钢管生产经济交流会议。出席会议的有全国16个省、市47个单位(其中29个生产企业)的代表一百余人。会议目的是总结和交流1958年大跃进以来所普遍建立的76毫米小型无缝钢管机组在生产准备和生产技术方面的经验;通过会议使各厂建立起密切的技术合作、互相学习、共同提高;在中共八届八中全会决议的号召下,反右倾、鼓干劲、厉行增产节约,开展群众性的技术革新和技术革命运动,大力组织广泛的评比和劳动竞赛,力争增加小型无缝钢管产量、提高产品质量和进一步扩大
