DAMAGE EVALUATION BASED ON POINT-AREA INTEGRATED INFORMATION IN FLOOD DIVERSION BASIN

Flood diversion basins (FDB抯) are a primary component of flood control systems of large rivers. In China, the number of residents living in FDB抯 has grown as a result of population growth and scarce land. Moreover, emergency and lifeline systems for living and industrial areas within FDB抯 have been protected by rings of dikes known as polders. Therefore, caution must be taken for the operation of FDB抯 and rational schemes should be made for reducing flood damage in the FDB. In this paper, a new damage evaluation model is proposed based on the point-area integrated information in the FDB. From the viewpoint of the socioeconomic distribution in the FDB, the region that would be submerged during flood diversion is defined as area, while the individual safety polders in the FDB are regarded as point. Agriculture is the primary economic sector in the area. People and non-agricultural industries are concentrated at point where it is safer during the flood diversion period. The Jingjiang Flood Diversion Basin is selected as a case study. The 1931, 1935, and 1954 floods are taken as larger than the 1-in-100 year frequency floods and serve as input information for flood simulation, prediction of flood risk, and evaluation of flood damage in the FDB. Based on the flood risk prediction and the investigation of flood loss proportion, the flood damage can be effectively evaluated in terms of the point-area integrated concept. The feasibility of this method is discussed by comparison with other similar flood damage evaluation results. The method presented herein has particular advantages over the conventional methods for the damage evaluation in the FDB like Jingjiang Flood Diversion Basin.
