以耤河示范区水土保持项目为研究对象,采用专家咨询法、理论和频度分析法,建立适于该研究区生态效益评价的指标体系及其价值核算方法,并利用市场价值法、碳税法、影子工程法、机会成本法和替代法等方法,对项目区生态效益进行了价值核算。研究结果表明:项目区年生态效益总价值为17.6088亿元,其中水圈3.0150亿元,土圈9.4522亿元、大气圈2.3826亿元、生物圈2.7590亿元。由此看出该项目生态效益十分显著,且随着时间的推移,项目区植被将发挥更大的生态效益。
Taking the project of soil and water conservation in Bahe River demonstration area as the research object, the index system and its value accounting method which are suitable for the ecological benefit evaluation of the research area are established by the method of expert consultation, theory and frequency analysis. The method of market value, carbon tax , Shadow engineering method, opportunity cost method and substitution method, the value of the ecological benefits of the project area is calculated. The results show that the total value of annual ecological benefits in the project area is 1.76888 billion yuan, including 3.015 billion yuan in hydrosphere, 9.4522 billion yuan in soil circle, 238.626 million yuan in atmosphere, and 2.7590 billion yuan in biosphere. This shows that the ecological benefits of the project are very significant, and with the passage of time, the project area vegetation will play a greater ecological benefits.
