当年毛泽东、刘少奇、周恩来、朱德等中共中央最高领袖,定的是一级工资,但根据毛泽东的建议,他们拿的都是四级工资,也就是400多元。绝大多数人的工资,都是随着参加工作的年限而递增,而这几位最高领袖,又响应了毛泽东的倡导,工资实行“递减制”。和党政干部相比,军队干部的薪金要稍微高些。朱德功高德劭,完全可以拿元帅的工资。但他以已经不在军队中担任实际职务为由,坚决不拿元帅的工资。
