今年是粉碎“四人帮”后走向大治的一年。最近华主席对抓纲治国的各方面工作,作了具体、全面的指示,要求一年初见成效,尽快把“四人帮”造成的损失夺回来。对北京郊区来说,初见成效的一个重要标志,就是要夺取农业丰收,实现市委提出的粮食总产38亿斤的指标。能不能实现这个指标,搞好秋粮生产是个关键。仅就如何打好秋粮“翻身仗”的问题,谈谈我们的几点看法。
