On December 2, 2003, Premier Wen Jiabao of the State Council signed Order No. 395 of the State Council promulgating the newly revised “Regulations of the People’s Republic of China on Customs Protection of Intellectual Property Rights” (hereinafter referred to as the “New Regulations”). The new regulation came into effect on March 1, 2004. The new regulations are based on the practical experience of China Customs border protection and law enforcement of intellectual property, after extensive investigation and study after the revision of the introduction.
