农村产权抵押贷款目前还存在有效供需有限、农村产权抵押融资利用效率较低等问题,需要选择新路径去突破。十八届三中全会提出,赋予农民对承包地占有、使用、收益、流转及承包经营权抵押、担保权能,这为推动农村产权抵押融资改革指明了方向。近年来,全国多地都出台地方性法规积极推进以确权颁证和产权抵押为主要内容的农村产权改革,农村产权抵押范围扩大,农村产权抵押融资可行性
At present, there are still some problems such as the limited supply and demand of rural real estate mortgage loan and the inefficient use of rural property right mortgage financing, which need to choose a new path to break through. The Third Plenary Session of the 18th CPC Central Committee proposed to give peasants the right to mortgage, possession, use, revenue, circulation and rights of contractual management of contracted land, which set forth the direction for promoting the reform of mortgage-backed rural property rights. In recent years, many localities have promulgated local laws and regulations to actively promote the reform of rural property rights with the main contents of the confirmation of the certificates and the property rights mortgages, the expansion of the mortgage scope of rural property rights and the feasibility of mortgage financing in rural areas
