2001年11月,我从机关走向了基层,从为税收服务走向了税收征管一线,成了一名税务所长。回顾近两年的风风雨雨,我认为,当好基层税务所长,除了必备的领导素质和领导技巧外,还应该重点练好几个方面的基本功。 一、明确中心,把握重点,勇于创新。上过千条线,下头一根针,税务所的工作千头万绪。但无论多么复杂,多么琐碎,税务所的工作始终不能偏离强化征管,抓好收入,圆满完成税收任务这个中心;税务所长的主要职责也始终是“带好队,收好税”。我所辖区新中镇地处巩义市东南深山区,经济发展相对滞后;税务所又是巩义地税系统的老大难所,连续多年完不成税收任务。为了找准制约全所工作的瓶颈,抓住影响税收工作的“牛鼻子”,到任第二天,我就深入辖区各企业,走访纳税户,调查了解税源状况,对辖

The tax office is also the culprit of Gongyi’s land tax system and can not fulfill the tax tasks for many years. In order to find out the bottleneck restricting the work of the whole body and seize the “cow nose” that affects the work of taxation, on the second day of my appointment, I will go deep into all the enterprises in the area and visit taxpayers to investigate and understand the status of the tax sources.
