The Hebei-Shandong Border Region is the plain anti-Japanese base area established by the party in Shandong in the early days of the Anti-Japanese War. It is located in the border area of Hebei and Shandong. The whole district covers all or part of counties and districts in the border areas of Hebei and Shandong at present. There are 24 counties with an area of about 30,000 km2 , 600 million population. The cities of Tianjin, Jinan, Cangzhou and Dezhou, which directly threaten the encroachment by Japanese troops during the war of resistance against Japan, controlled the north-south land and sea routes and are strategically located between Jizhong, Hebei, Shandong and Qinghe areas. The struggle against enemies in the border region of Ji and Lü, and the close cooperation with other anti-Japanese bases, formed a strategic siege to places like Jinan, Tianjin and Cangzhou, eliminated and suppressed large numbers of enemies and fought against the defeat
