为应对国际金融危机对我国经济的影响,保持就业局势稳定,充分发挥职业培训对于促进全方位就业和服务经济稳定发展的重要基础作用,2009年1月7日,人力资源和社会保障部联合国家发改委、财政部共同下发了《关于实施特别职业培训计划的通知》,决定于2009-2010年在全国范围内组织开展大规模职业培训活动。通知下发后,一些地方积极响应,迅速行动,根据当地的实际情况,制定出台了相应的实施方案,把特别职业培训工作如火如荼地开展起来。本刊将从第5期开始,陆续介绍各地出台的特别职业培训计划实施方案和工作进展情况,搭建各地交流特别职业培训工作经验的平台,推广其中的有益做法。
In order to cope with the impact of the international financial crisis on our economy, maintain a stable employment situation and give full play to the important basic role of vocational training in promoting full employment and stable service economy, on January 7, 2009, the Ministry of Human Resources and Social Security The NDRC and the Ministry of Finance jointly issued the “Notice on Implementing Special Vocational Training Programs” and decided to organize large-scale vocational training activities nationwide in 2009-2010. After the circular was issued, some localities responded positively and acted promptly. According to the local conditions, they formulated and implemented corresponding implementation plans and started the special vocational training in full swing. Starting from the fifth issue, we will introduce the implementation plans and work progress of special vocational training programs promulgated in various places in succession, set up platforms for exchanging work experience in special vocational training and promote the beneficial practices among them.
