学习党的十三届五中全会决定和江泽民同志讲话精神,从我们自己的实践中深深体会到十年改革的伟大成就。没有十年改革便没有商品经济的发展,便没有农业劳动生产率的提高,也就没有新城市的出现老城市的发展。但是十年改革也有失误,最大的失误在于脱离国情、省情、市情,急于求成,主观片面。在强调以经济建设为中心时,忽视思想政治工作;强调微观搞活时,忽视宏观控制;强调市场调节时,忽视计划调节的主导作用,致国民经济发展失衡,引出了一系列矛盾。
With the decision of the Fifth Plenary Session of the 13th CPC Central Committee and Comrade Jiang Zemin’s speech, we deeply understand from our own practice the great achievements of the 10-year reform. Without the reform of the past decade, there will be no development of a commodity economy and no increase in the productivity of agricultural labor. Nor will there be any development of an old city in a new city. However, the 10-year reform has also made mistakes. The biggest mistake is that it is subjective and one-sided due to being out of the conditions of our country, of the province, of the city, of being anxious for success. When emphasizing economic construction as the center, we neglect the ideological and political work; emphasize the macroscopic invigoration and neglect the macro-control; emphasize that when the market regulation is neglected, the leading role of the regulation and regulation leads to the unbalanced development of the national economy, which leads to a series of contradictions.
