台湾器官捐赠协会最近指出,器官捐赠在近二年有逐渐减少的趋势。据统计,台湾地区捐赠器官的人数,1987年有64位,1992年有115位,1994年和1995年(11月止)则分别为91位和63位。 器官捐赠协会理事长叶高芳表示,捐赠人数减少与实施全民健康保险有关,因为过去民众会担心医疗费用太多,因而在情况不佳时就考虑进行脑死亡判定,现在开办了健康保险就可以不担心医疗费
