美国著名政治学家罗伯特·达尔的多元民主理论是当代西方具有代表性的民主理论。达尔在其代表作《论民主》一书中回顾了两千多年来民主发展的历史,确定了理想民主的四重标准,提出了实行民主的十大优点,论述了政治平等的必要性。同时阐明了现实民主国家所需的基本政治制度,对各种规模的民主进行了分类,比较了现代代议制多元民主较之古希腊民主和参与民主之间的优劣,最后提出了有利于民主发展的五个条件。达尔的多元民主理论有其自身的理论价值,同时也存在明显的不足与缺陷。达尔在《论民主》中关于多元民主的基本理念对于思考当代中国民主政治建设具有重要的理论价值和现实意义。
The famous democratic scientist Robert Dahl’s theory of pluralism is a representative theory of democracy in contemporary West. In his masterpiece “On Democracy,” Darfur reviewed the history of democratic development over two thousand years, determined the fourfold standards of ideal democracy, put forward the ten major virtues of implementing democracy and discussed the necessity of political equality. At the same time, it clarifies the basic political system required by realistic democracies, classifies democratization of all sizes, compares the pros and cons of democratization of modern representative democracy over that of ancient Greece and participates in democratization, and finally puts forward suggestions that are conducive to democratic development The five conditions. Dahl’s theory of multivariate democracy has its own theoretical value, but also has obvious shortcomings and deficiencies. Dahl’s basic idea of pluralism in “On Democracy” has important theoretical and practical significance for thinking about the construction of democracy in contemporary China.
