教育关于国家未来。一直以来,国家不断加大对教育的投入力度,到2012年,全国教育性经费投入占比已达国内生产总值的4%,实现了二十年前提缺乏切实有效的控制监督机制,高校教育经费的使用在资金不足的表象下还存在着某种浪费,资金使用效益不高,与此同时,由于高等学校办学规模的扩大,办学成本分担机制逐步建立,高等学校办学成本成为社会广泛关注的焦点,找到控制高校办学成本的有效途径,在提高资金使用效益的同时对完善我国高等教育财政拨款机制具有一定的参考价值。本文在此背景下,结合甘肃省高等教育中财政拨款占比较高以及高等教育相对落后的现状,分析如何有效控制高等学校办学成本,不断提高高等教育资金使用效益。
