笔者认为,解决影响和困扰县级妇幼保健机构发展的难点问题,对策应为“依靠科学管理和适宜技术,练内功、挖潜力,走自我发展的道路”. 一、经费紧缺的原因及对策在国家和地方财政比较紧张的情况下,国家不可能对妇幼卫生事业给予更多的投资,所以,作为县级妇幼保健机构应从管理入手,有计划、合理地使用经费,避免失误,杜绝浪费;开展有偿服务,组织合理收入;服务工作要提倡成本效益原则;控制超编和“沉没成本”的增加. 二、人员素质差,设备陈旧落后的原因及对策由于历史的原因,县级妇幼保健工作相对简单、重复,工作起点低决定了人员素质差和设备简陋.解决

Reasons and Countermeasures for Shortage of Funds Under the circumstances that the national and local finances are relatively tense, the state cannot afford more investment in maternal and child health undertakings. Therefore, as a county-level maternity and child care institution, it should start with management and use funds programmatically and rationally to avoid mistakes and eliminate waste; Paid service, organization of reasonable income; service work should promote the principle of cost-effectiveness; control of overbooking and “sunken cost” increase. Second, the poor quality of personnel, outdated equipment causes and countermeasures For historical reasons, county-level maternal and child health work is relatively simple , repetition, low starting point of work determines the poor quality of personnel and equipment.
