1989年4月1日,国家地震局颁发了“地震监测预报成果申报国家地震局科技进步奖的暂行规定”(详见89震发科字第133号文件),并从1989年起试行。文件明确指出:地震监测预报工作是地震工作主战场,为鼓励在监测预报第一线工作的科技人员,做此暂行规定,以便统一地震系统的各类专项评比及奖励问题。现摘要报道:
On April 1, 1989, the State Seismological Bureau issued the Interim Provisions on Applying for the Result of Earthquake Monitoring and Prediction to Declare the Scientific and Technological Progress Prize of the State Seismological Bureau (for details, see Document No.133 of the Sentiment Bureau of Seismology) and put it into effect from 1989 onwards. The document clearly pointed out: Earthquake monitoring and forecasting work is the main battlefield for earthquake work. To encourage scientific and technical personnel working in the forefront of monitoring and forecasting, this temporary provision is made so as to unify the various types of special appraisal and reward issues of the seismic system.
