本文界定了铁路城镇综合体的涵义,对铁路城镇综合体开发机制进行了理论分析,并依此反思珠三角轨道交通站场TOD项目开发机制。指出,1铁路城镇综合体是拥有区域协作特性的城市综合体,其开发建设实质是一个多层次行政权力、多类型市场力量和多领域社会力量通过多向度互动和协作促成“尺度重组”和“地域重构”相互嵌入的过程;2铁路城镇综合体开发机制实质是一种多层次治理网络,参与主体在其中以“他组织与自组织协同演化”的方式,通过“利益整合”使参与主体的“合作剩余”最大化;3珠三角轨道交通站场TOD项目开发机制存在“重物质利益轻社会资本”“重管理轻治理”和“重利益分享轻价值创造”等问题。
