银行业合规经营的法制建设并不是一朝一夕能够实现的,其将需一个反复探索和改进之路,需长期的磨合才能适应我国银行业的自身特点。我国银行业应该持续完善自身合规理念建设,保证银行内部的规章制度符合我国法律法规,保证银行内部规章制度之间不存在矛盾与冲突,保证这些规章制度在推进的过程中能够得到有效的执行。从立法、执法等方面协同加强合规建设,同时树立起人人对合规经营承担责任这一经营理念,使多数从业人员对违规行为产生严肃认识,才能在其心理上形成真正抵制,不再容忍道德风险的存在。结束银行内部过去以信任、习惯、情面充当规矩的做法,从而实现我国降低银行合规风险,完善银行风险防范体系的任务与目标。
