《侵害消费者权益行为处罚办法》(以下简称《处罚办法》)即将于2015年3月15日起施行,《处罚办法》对侵害消费者权益行为的构成要件及种类、处罚依据、处罚内容等作了系统的规定,为工商行政管理部门依法处罚侵害消费者权益行为,切实保护消费者合法权益提供了指引。笔者尝试对《处罚办法》的处罚规定适用作以下几个方面的探析:
