Policy Information Administration announced the first batch of non-compliance issue unit list June 2005, the Administration issued a “Notice on the establishment of publication distribution unit of non-compliance files.” According to the notice requirement, at the end of each quarter, the provincial press and publication bureau will submit a list of non-compliance issue units to the General Administration of Administration in a concentrated manner.
