胡耀邦在1982年被选为中央政治局委员、中央秘书长 中纪委第三书记时,对过去反右运动中的失误和造成的危害仍然没有忘记.他在这年12月25日给中组部写了一封十分恳切的信.“野苹同志并干审局、经济局:我认为1958年——1959年团中央对项南同志的处分是过重的,不恰当的,是应该撤销对他的处分决定,因为发给了全国,撤销时也应相应发下去.至于责任问题,当时我是团中央第一书记,理应负不可推卸的主要责任.应如何甄别撤销,因为时间已久,我对许多情况记不清了,你们办起来也一定感到棘手.我的意见是:先找当时的决定起草人、经手人,同项南同志一起,先写出一个甄别撤销草稿,由当时团中央书记处成员和常委共同写个意见,然后作出决定.此事请你们抽出二三个同志办一下(也可以说是帮帮我的忙,因为这一案件办不好,我心中是很不安的).
