本文源于华东采访的亲历,截稿于8月初,正值电力最吃紧、也是最被媒体关注的时候。文中引用的数据此后不断被刷新。凭心而论,对于大众媒体的议论,其中不乏一些缺乏常识的危言耸听,但是,我们不可能指望所有的人都从专业角度来说事儿,消费者关注的总是最直接的结果。眼下追究缺电谁之过,不具任何意义,中国的改革本就是在一种拉拉扯扯、磕磕绊绊的状态中前行。若从既往行为观念分析,中国电力未来的真正敌人倒很可能就是自己。辨证地看待缺电,这不一定是件坏事。无论是对于宏观决策部门还是分拆后的电力企业而言,把握机遇,创新求变,都应是正当其时。
