中国近代海军制造飞机,始于1918年初,离美国莱特兄弟创造最原始的动力飞机的时间(1903年)只有15年。当时,第一次世界大战已经接近尾声,飞机只被各参战国用于侦察敌情,并未起到特别重要的作用。国内一部分人士有感于中法马尾海战(1884年)和中日甲午海战失败后丧权辱国的遭遇,竭力主张扩充海军,以巩固海防。海军总长刘冠雄受西方军事思想的影响,对飞机在军事上的使用前途有所认识,提出培育人才、自造海军飞机的意见。得到袁世凯的支持,他就着手开办海军制造飞机事业。
In the early 1918, China’s navy built aircraft in the early days of 1818, only 15 years from the time when the Wright brothers of the United States created the most original powered aircraft (1903). At that time, the First World War was drawing to a close and the plane was used only by the participating countries to scout the enemy and did not play a particularly important role. Some people in China felt frustrated about the loss of power and humiliations after the failed Sino-French Mawei naval battle (1884) and the Sino-Japanese naval battle in Jiawu. They tried their best to advocate the expansion of the navy to consolidate Haiphong. The chief of the navy, Liu Guanxiong, influenced by Western military thoughts, has some understanding of the military’s future in the use of the aircraft and has proposed the idea of training qualified personnel and building naval aircraft. With the support of Yuan Shikai, he set out to launch a navy-made aircraft business.
