随着全球资源紧缺和气候变暖,北极地区的资源优势、通航价值及战略地位日益突显,成为各国觊觎的目标。文章就北极地区存在的领土主权和海洋划界争端,选取三个与之对应的国际条约《斯匹茨卑尔根群岛条约》、《南极条约》和《2010年俄挪关于巴伦支海划界与合作条约》作为模式进行分析,试图通过比较各模式的优缺点及南北极的差异,探究其未来解决争端的可行性。
With the global shortage of resources and the warming of the climate, the Arctic resources, navigation value and strategic prominence have become increasingly prominent, and become the target of all countries. The article selects the three corresponding international treaties, namely the Treaty of the Spitsbergen, the Antarctic Treaty and the 2010 Russian-Norwegian Agreement on the Barents Sea of the Arctic, regarding the territorial sovereignty and maritime delimitation disputes existing in the Arctic. Community and cooperation treaty "as a model for analysis, trying to compare the strengths and weaknesses of each model and the differences between the North and South Pole to explore the feasibility of its future dispute settlement.
