近年来 ,由于放射源事故屡有发生 ,造成严重的、甚至致死的后果 ,人们越来越意识到放射源事故的潜在危险。出于种种原因处于监控之外的或失去控制的放射源使人们忧心忡忡。1998年 9月 ,国际原子能机构在法国第戎召开了一届国际会议 ,总结了若干条全面加强放射源控制的意见。国际原子能机构采纳了这些结论性意见 ,在一年之后制订并批准了一个“行动计划”。此计划的宗旨是 ,在必要时对成员国提供帮助 ,使放射源的安全和放射性物质的保安在整个寿命周期内得以保持并在必要时加以改进。
In recent years there has been a growing awareness of the potential dangers of radioactive source incidents due to the frequent occurrence of radioactive sources causing serious and even lethal consequences. People are worried about radioactive sources that are out of control or are out of control for various reasons. In September 1998, the International Atomic Energy Agency held an international conference in Dijon, France, summarizing a number of opinions on comprehensively strengthening the control of radioactive sources. The International Atomic Energy Agency adopted these concluding observations, and a year later developed and approved a Plan of Action. The purpose of this program is to provide assistance to Member States when necessary so that the safety of radioactive sources and the security of radioactive material are maintained throughout life and if necessary improved.
