过去十年,我们在普及基础教育(Universal Primary Education)方面,进展卓著。现在,想要继续接受中等教育的小学生们蜂拥而来,而许多国家却无法扩展常规中等教育网络提供资源。另一方面的挑战是许多国家对于实现达喀尔论坛世界全民教育(Dakar Education for All)的目标,进展甚微,该目标旨在建立合适的学习、生存技能项目,通过公平的途径确保满足年轻人和成年人的学习需求。开放教育在一定程度上能应对上述挑战。更为重要的是,缔造一个创新的21世纪终身教育体系需要不同要素,而开放教育可以成为整合诸要素的核心。由于经济复苏时期资源稀缺,此类开放教育必须采取超大型规模学校(mega-school)的模式进行发展。以前,学校教育体系通过增加投资成本达成规模发展,而现在则必须运用信息与通讯技术(information and communications technologies,简称ICTs)达成目标。
In the past ten years, we have made outstanding progress in universal primary education. Now, pupils who want to continue their secondary education are flocking with it, and many are unable to expand their regular secondary education network to provide resources. On the other hand, the challenge is that little progress has been made by many countries towards achieving the Dakar Education for All goal of establishing a suitable learning and subsistence skills project that will ensure that young people are treated fairly, Learning needs of people and adults. To a certain extent, open education can meet the above challenges. More importantly, creating an innovative system of lifelong education for the 21st century requires different elements and open education can be at the core of integrating the various elements. Due to the scarcity of resources in times of economic recovery, such open education must be developed in a mega-school format. In the past, the school education system achieved its scale by increasing investment costs, and now it must use information and communications technologies (ICTs) to achieve its goals.
