Innovation is the soul of a nation’s progress and an inexhaustible motive force for the prosperity and development of a country. Just six or seven years ago, very few countries in the world were able to clearly realize that the process of emancipation and development of a country’s social productive forces will be so closely linked in the rapidly developing contemporary information society, and even depend on cultural resources and Creative ability in the form of cultural products. In today’s world, the creative industry is no longer just a simple concept, but a direct reality that implies enormous economic benefits. In his book “Creative Economy,” John Hawkins pointed out that the creative economy in the world generates 22 billion U.S. dollars a day and is growing at a rate of 5%. Some countries are growing faster, with 14% in the United States and 12% in the United Kingdom. Foreign advanced television program production, has been in the market from the planning, production, broadcast to marketing production chain into a systematic project in the global formation of a huge industry. The TV program innovation, which runs through the whole process of TV program production, is no longer an improvisational, fragmented and individual activity but has risen to a scientific, systematic and full-scale level and becomes a system management innovation.
